multiple filings with this Court, the United States Army Court of Criminal
Appeals, and a United States District Court seeking collateral review of his
1989 conviction at a general court-martial, to no avail. Accordingly, it is
ordered that the petition for extraordinary relief is dismissed for lack of
jurisdiction, and that barring extraordinary circumstances, further filings
with this Court will be viewed with disfavor.

lower court erroneously interpreted and applied the amended factual sufficiency
